"Internet companies including Google, Microsoft and Yahoo are protesting new federal legislation that would not strictly regulate how broadband operators can organize their network.

In a letter to Congress on Tuesday, the companies told Rep. Joe Barton, a Texas Republican, that his bill to revamp telecommunications laws 'would fail to protect the Internet.' Barton is the chairman of the House of Representatives' Energy and Commerce Committee."

Network neutrality is the idea that the companies that own the broadband pipes may not be able to configure their networks in a way that plays favorites--allowing them, for example, to transmit their own services at faster speeds, or to charge Net content and application companies a fee for similar fast delivery."

To ban the Internet completely is impractical for dictatorships if they want their oppressed citizenship to be able to compete in the globalized world economy. So for dictatorships the only authoritarian option is to attempt control and stifle political cyber-dialogues the best they can without curtailing economic activity.

Or in other words to use their powers of E-Governance in order to constrain the citizen use of Cyber-Activism.

The question addressed is to what end, and on whose terms, citizens are being encouraged to engage local government via computer–mediated communication. After an initial investigation into the legislative framework of local e–democracy, this paper examines opportunities available for citizens to deliberate by examining 469 local government Web sites. This information is then reviewed in the context of empirical evidence on the practices and attitudes of those responsible for the management and upkeep of the specific sites under question. Center offers e-governance resources

The National Academy of Public Administration and the Virginia Polytechnic Institute and State University intend for the Center for eGovernance (www.napawash.org/ce) to serve as a focal point for the emerging topic of e-governance, said Mike Dunham, who co-directs the center.

Dunham defines e-governance as the "people, processes and policies associated with managing technology," in contrast with the more familiar concept of e-government, which he describes as the technical aspects of putting government services online.
